Suburban school districts came out on top in 2018 ISTEP scores released Wednesday, with Brownsburg, Carmel, and Plainfield schools among those posting the highest passing rates in Indiana.
Indianapolis Public Schools, however, saw scores take a dip, particularly among high school students.
